NeuahopeOnline (pronounced NEW-a-HOPE) is a roleplaying site open to all rpers around the world.
It's a long and complicated idea, and you may be confused as to what to do first, but you made a good choice coming to the About NeuahopeOnline board. The next thing I suggest you to do is read About Neuahope, and then read the rules. Then, you'll be able to create a good character application. Once your application is set and ready, you can start roleplaying!
However, I'll just mention several things: No, you cannot be Toxin. No, you cannot be a Savior (unless chosen). Yes, you can be the Savior's guardians if qualified to the Savior's expectations. Some are more harsh than others.
